On September 1, 2010 Roberto Clemente Leadership Academy students, teachers, administrators and parents celebrated the first day of school in their new building, located at 360 Columbus Avenue in New Haven. EnviroMed Services was proud to be a part of this successful project. In 2008, EnviroMed Services inspection team completed a full asbestos, lead-based paint, and other hazardous materials inspections for the old Roberto Clemente School building. Abatement specifications and drawings were prepared by EnviroMed project designers for various hazardous and regulated hazardous materials. EnviroMed Services provided project close out reports to the New Haven Public Schools for their review. Final reports included the final air clearance testing, daily logs, signing sheets, contractor’s qualifications and licenses.
The overall scope for this project is to demolish the existing school building and build a new Carrington School. EnviroMed Services inspection team has completed full asbestos, lead-based paint, PCBs testing for the building. PCBs containing building materials were discovered in the initial limited inspection in 2010 in the interior and the exterior of the school building. PCBs in air and wipe testing were completed for the interior of the building to document the level of contamination, results were found to be higher than the acceptable limits. EnviroMed has developed several feasible solutions to reduce the level of PCB contamination in the air, solutions included periodic cleaning for the school by maintenance staff, painting contaminated surfaces, and improving the ventilation throughout the school. PCBs were found in over than 30 different materials throughout the building including caulking, flooring and paint.
EnviroMed Services project design team has prepared Self Implementing Plan (SIP) and abatement drawings for both asbestos and PCB. Our project manager assisted the City of Waterbury with contractor pre-bid walkthrough and the selection process. EnviroMed Services’ monitoring team performed asbestos monitoring, PCB clearances and dust monitoring prior and during demolition activities.
Putnam High School is currently undergoing a full renovation. The renovation is set to take place in 7 stages. As a part of this major renovation project EnviroMed Services inspection team has completed full asbestos, lead-based paint, PCBs testing for the building.
PCBs containing building materials were discovered in the interior and exterior of the school building. Additional testing was provided to determine the level of contamination in building materials. Such testing included the PCB containing materials and the adjacent surfaces. PCBs were found mainly in caulking and flooring materials. EnviroMed Services project design team prepared a HazMat abatement specifications and drawings staging the project into 7 stages to accommodate the presence of students and faculty during renovations.

Inspection of the Arch area for potential asbestos containing materials, potential lead-based paint, and other hazardous materials was completed by EnviroMed. A sampling plan was proposed by EnviroMed to NYCDOT for the following concerns: sample ceiling plaster (two layers of plaster), sample pipe insulation, inspect and sample the office partitions and doors for asbestos, test the paint for lead, sample the dust via bulk samples and analyze for asbestos and lead, perform TCLP sampling and analysis for building debris prior to disposal, and characterize the liquid wastes in storage. Personal sampling during the work was recommended for lead in air, asbestos in air and total particulate.

EnviroMed Services personnel conducted an audit of town’s public utility maintenance and distribution system and work crew. EnviroMed Services personnel visited sites, which included observing daily activities that were conducted for the work crew, log our observations, have any dangerous work habits changed and abated. Once EnviroMed Services site visit and observation were completed our client asked us to write actual OSHA safety programs for the city to follow. The city at the time had no such programs and was in need of such programs. EnviroMed wrote the following OSHA Safety Programs that are being used by this client today:
