A report with the following sections was prepared:  narrative summary; results table; sample data that confirms or negates the presence of toxic lead-based paint.  As part of EnviroMed’s inspection services, a digital photo journal of the exterior elevation of each property was prepared and shall become part of the lead abatement/hazard reduction plan.

Risk Assessment and Lead Hazard Reduction/Lead Abatement Plan Cost Estimates

EnviroMed’s Licensed Project Designers developed a scope of work for the abatement of lead-based paint hazards.  A lead abatement plan was prepared to detail the abatement work and control methods to be used by a licensed lead abatement contractor.  The specification includes:  required submittals and notices; contractors’ qualifications and responsibilities; required tools and equipment; personal protection requirements; preparation of lead control areas; abatement methods; decontamination procedures; re-occupancy clearance test criteria; and disposal requirements for hazardous lead-bearing waste.  A cost estimate was prepared for review by the designated project manager for the City of Waterbury.  All reports and work outlines (asbestos hazard reduction/abatement; management plans; floor plans) were computer-generated and all drawings include dimensions.

Visual Inspections and Re-Occupancy Clearance Testing

EnviroMed’s Licensed Lead Inspectors performed visual inspections during a site visit for each building unit that has been completed by the contractor.

Upon completion of interior abatement, lead-in-dust wipe samples were collected in accordance with the State of Connecticut Department of Public Health criteria for re-occupancy following a lead abatement project.

The project generally consists of 4 building additions and renovation as new of all portions of the existing 250,000 square foot (approx) school. As a part of this major renovation project EnviroMed Services inspection team has completed full asbestos, lead-based paint, PCBs testing for the building. Final reports were generated and submitted to the town of Wethersfield for review.

PCBs containing building materials were discovered in the initial limited inspection in 2012 in the interior and the exterior of the school building. Additional testing was provided to determine the level of contamination in building materials. Such testing included the PCB containing materials and the adjacent surfaces. PCBs were found in caulking, paint, flooring and soil.

PCBs in air and wipe testing were completed for the interior of the building to document the level of contamination, results were found to be lower than the acceptable limits.

EnviroMed Services project design team has prepared asbestos abatement specifications, drawings and submission to the state of Connecticut Department of Construction Services Office of School Facilities (OSF) for Plan Completion Test (PCT) and approval.

As a part of the DECD Grant to Wadsworth Atheneum Museum of Art, EnviroMed Services’ Inspection Team conducted a survey of hazardous materials as part of roofing, parapet, masonry façade, exterior gutters, roof monitors, clerestory penthouse, clerestory windows, interior plaster and skylight repair/restoration project.

Abatement specifications and drawings were prepared by EnviroMed for asbestos, lead, and other hazardous materials.  EnviroMed’s Monitoring Team was on site during the hazardous material abatement activities.  Final reports were submitted to the Wadsworth Atheneum Museum of Art.

In June 2010 the Development Agent requested that EnviroMed provide asbestos, lead and hazardous material inspections, specifications and coat estimates associated with Buildings 3, 5, 6 and 7 in the 500-unit housing complex in Hartford, Connecticut.  As part of the overall scope of project, EnviroMed provided cost estimates associated with the removal of asbestos–containing flooring, roofing and sink mastic, and also provided cost estimates for lead safe conditions on the exterior components including window casements and soffits.

EnviroMed also prepared Asbestos/Lead O&M Plans for Shepherd Park Apartment Building.  The information obtained during February 2010 inspections, performed by EnviroMed Services for Shepherd Park Apartment Building, was used to prepare the O&M Plan for the facility.

The purpose of developing an O&M Plan was to provide the specific work procedures that are necessary to work with the asbestos-containing material found, in accordance with applicable regulatory requirements.  In addition, an inventory was established for each type of regulated material present at  the Shepherd Park Apartment building for easy reference by Shepherd Park Apartment building, maintenance and supervisory personnel.

EnviroMed provided a manual for the facility, which incorporated the asbestos inspection findings in a spreadsheet format including the approximate quantity and location of confirmed Asbestos-Containing Materials (ACM) and lead painted surfaces in the building.

In addition, EnviroMed developed standard Work Practices and Procedures specific to each confirmed ACM found which can be used by the facility personnel affected by the program.

The goal was to provide a concise and easy-to-use reference document that can be periodically updated and modified to reflect change in the inventory of regulated materials at these facilities.

EnviroMed Services’ State Licensed Inspectors performed an Asbestos Inspection at the New Canaan Town Hall.  The purpose of the inspection was to confirm or negate the presence of asbestos containing building materials. Total of 350 bulk samples were collected including caulking, wallboard, sheetrock, floor tile, pipe insulation, mastic and cove base and roofing.  All samples were analyzed by EnviroMed Services’ accredited laboratory (NVLAP#200858) for asbestos content using Polarized Light Microscopy (PLM).

Also, EnviroMed’s licensed Lead Inspectors/Risk Assessors test painted surfaces for lead-based paint using an X-ray Fluorescence Analyzer (XRF).  This work was  conducted in accordance with guidelines from the U.S. Department of Housing and Urban Development’s publication,

“Guidelines for the Evaluation and Control of Lead Based Paint Hazards in Housing“;  issued in 1995 and amended in October 1997, with special reference to Chapter 7, “ Lead-Based Paint Inspection”.   In accordance with the City of Danbury’s request, a survey is required for lead-based paint on any representative coated components likely to have lead-based paint, namely coated components that remain from periods prior to renovations of the buildings.

EnviroMed’s Designer Team has completed the abatement specifications and the cost estimate associated with the removal. EnviroMed assisted the Town with the pre bid walkthrough and submittal reviews. EnviroMed will be prepared to conduct the monitoring during demolition this summer.

School Site New Haven, CT

EnviroMed reviewed existing data completed by others of polynuclear aromatic hydrocarbon (PAH) impacted soil.  Based on the review for previous data, EnviroMed determined that the PAH impacted soil was from fill material that was placed at the Site from previous historical uses.  During the environmental phasing of work, EnviroMed completed a Phase I ESA of the Site as per ASTM and State of Connecticut standards.  EnviroMed conducted more soil sampling and came up with the best remedial alternative for the impacted soil at the school based on human health issues and cost.

The soil remediation took place for existing soil piles at the Site.  Soil for others areas at the Site that were impacted by PAHs were either removed or capped in place.  All data generated for the soil sampling and analysis phases were summarized in detailed Phase II and Phase III environmental site assessment reports.  Completing a Remedial Action Plan (RAP) completed the determination of remedial approaches.  In the RAP all feasible alternatives for remediation are given, then benefits and deficiencies are discussed for each of the alternatives.  As part of the RAP for this project costs were given for all phases of remediation and monitoring.  EnviroMed conducted site supervision and perimeter monitoring during the excavation and capping phases of the project.

EnviroMed has conducted numerous similar projects for New Haven Public Schools for investigation, remediation and monitoring of urban fill sites.  Some of the sites are listed below:

A Brownfields pilot program was developed for the Former US Repeating Arms site in New Haven, CT.  EnviroMed completed a QAPP to makes sure sampling protocols would follow standard procedures acceptable to EPA and the City of New Haven.  EnviroMed completed the QAPP and submitted the document to EPA for approval.  The approval was granted within a two-month period, and EnviroMed conducted sampling for asbestos, lead and hazardous materials for over forty (40) buildings in the former gun-manufacturing complex.  The program was extremely successful, since the client was able to begin abatement and remediation of several of the building.

On November 6th and 13th, 2009, State Licensed Inspectors from EnviroMed Services, performed an Asbestos Inspection at the City Hall in Danbury.  The purpose of the Asbestos inspection was to confirm or negate the presence of asbestos containing building materials.Total of 146 bulk samples were collected including wallboard, sheetrock, floor tile, pipe insulation, mastic and cove base.  All samples were analyzed by EnviroMed Services accredited laboratory (NVLAP#200858) for asbestos content using Polarized Light Microscopy (PLM).

Also, EnviroMed Services licensed Lead Inspector/Risk Assessors test painted surfaces for lead- based paint using an X-ray Fluorescence Analyzer (XRF).  This work was  conducted in accordance with guidelines from the U.S. Department of Housing and Urban Development’s publication, “ Guidelines for the Evaluation and Control of Lead-Based Paint Hazards in Housing”; issued in 1995 and amended in October 1997, with special reference to Chapter 7, Lead-Based Paint Inspection.  In accordance with the City of Danbury’s request, a survey is required for lead-based paint on any representative coated components likely to have lead-based paint, namely coated components that remain from periods prior to renovations of the buildings.

This project is a CHFA and EPA funded development for elderly and supportive housing in the former Park City Hospital complex, located in Bridgeport, CT.  Assessment of four properties including the former Park City Hospital building was completed by EnviroMed from 2003 to 2008.  The environmental work began with a Phase I Environmental Site Assessment, (ESA) of the Park City Hospital site, and then a subsequent separate Phase I ESA for adjacent parcels on Garden Street.

Due to the old Underground Storage Tanks (USTs) at the Park City Hospital site and hazardous building materials being found in the building, a Phase II ESA (soil sampling) was performed for the Park City Hospital site.  The soil sampling revealed one area of contaminated soil around a former/existing 2,000-gallon diesel fuel UST.  The building contained hazardous materials, and recommendations were made by EnviroMed to properly manage/dispose of these materials.  A Phase II ESA for the Garden Street parcels was also completed due to potential fill being present, and the use of one parcel being a substation.  Coal ash fill was present on the 127 Garden Street parcel, and transformers inside one of the buildings were a potential area of concern.  Both the Park City Hospital and the Garden Street parcels had Phase III ESAs performed to further characterize the leaking UST and coal ash fill.  The Phase III ESA entailed additional soil boring sampling and analytical testing.

The results of the Phase III ESA reported soil samples over the relevant Remediation Standard Regulations.  Subsequent specifications and drawings were prepared to address the remediation that would need to be performed as based on the regulations and planned development of the sites.  Additionally, asbestos, lead-based paint hazardous materials inspections, and laboratory testing was completed for the Park City Hospital building, as well as the two buildings that lie on the Garden Street parcels.  Specifications and drawings were also prepared for asbestos, lead-based paint and hazardous materials including, mold, radon and discharge permitting for accumulated water.

EnviroMed assisted our client (Women’s Institute of Housing and Economic Development) in providing cost estimates and bidding documents prior to the formal bid for the environmental and building hazardous materials abatement.  All phases of the assessment, sampling, and specifications/drawings were reviewed by CHFA and other consultants for final approval by CHFA and EPA.  Once all the assessment, sampling, and specifications were approved the abatement phase of work was supervised and monitored by EnviroMed from 2008 to 2009.

Currently the abatement work for soil and building hazardous materials for the Park City Hospital has been completed.  The building hazardous materials abatement for the Garden Street parcels has also been completed.  The soil remediation for 127 Garden Street will be directed under the CTDEP Voluntary Remediation Program, and funded by the EPA.  Current development and submission of an Engineering Control for the 127 Garden Street parcel is underway.

The overall scope for this project is to demolish the existing school building and build a new Carrington School. EnviroMed Services inspection team has completed full asbestos, lead-based paint, PCBs testing for the building.  PCBs containing building materials were discovered in the initial limited inspection in 2010 in the interior and the exterior of the school building. PCBs in air and wipe testing were completed for the interior of the building to document the level of contamination, results were found to be higher than the acceptable limits. EnviroMed has developed several feasible solutions to reduce the level of PCB contamination in the air, solutions included periodic cleaning for the school by maintenance staff, painting contaminated surfaces, and improving the ventilation throughout the school. PCBs were found in over than 30 different materials throughout the building including caulking, flooring and paint.

EnviroMed Services project design team has prepared Self Implementing Plan (SIP) and abatement drawings for both asbestos and PCB. Our project manager assisted the City of Waterbury with contractor pre-bid walkthrough and the selection process. EnviroMed Services’ monitoring team performed asbestos monitoring, PCB clearances and dust monitoring prior and during demolition activities.

Understanding Hazardous Materials in Buildings

Hazardous materials are commonly found in buildings constructed or renovated over many decades. These materials may remain hidden within finishes, building systems, or equipment and can pose health, safety, regulatory, and liability concerns — particularly during renovation, demolition, property transfer, or facility upgrades.

Common regulated building materials and substances include asbestos-containing materials (ACM), lead-based paint, polychlorinated biphenyls (PCBs), mercury-containing devices, refrigerants, petroleum products, and other regulated chemicals. When disturbed, improperly handled, or disposed of, these materials can result in regulatory violations, unexpected project delays, and increased costs. EnviroMed provides independent hazardous materials assessments to help property owners, municipalities, developers, and facility managers identify regulated materials, understand compliance obligations, and plan next steps with confidence.

Our Approach

EnviroMed’s hazardous materials assessments are performed by licensed inspectors, industrial hygienists, and environmental professionals with experience across commercial, industrial, institutional, municipal, and infrastructure settings.

Our assessments are project-driven and compliance-focused, supporting due diligence, capital planning, renovation, demolition, and operational decision-making. We emphasize clear documentation, defensible sampling strategies, and practical recommendations tailored to your specific project goals.

Materials We Assess

Asbestos-Containing Materials (ACM)

EnviroMed provides licensed asbestos inspections to identify suspect materials prior to renovation, demolition, or for ongoing management purposes. Inspections may include records review and on-site bulk sampling of representative materials using current EPA and OSHA methods.

Asbestos inspection results may be used to:

Bulk samples are analyzed through EnviroMed’s in-house AIHA-accredited asbestos laboratory, supporting reliable results and expedited turnaround when needed.

Asbestos Project Monitoring & Clearance Testing

EnviroMed provides independent, third-party asbestos project monitoring and clearance testing services to represent the building owner’s interests during regulated abatement activities. Monitoring services are performed by state-licensed asbestos project monitors and industrial hygiene professionals with experience overseeing removal, enclosure, and repair activities involving asbestos-containing materials.

Project monitoring focuses on verifying that abatement activities are conducted in accordance with approved design documents, applicable federal and state regulations, and project-specific specifications. Monitors conduct initial inspections of engineering controls and containment systems prior to authorizing the start of abatement work and perform periodic inspections throughout the duration of the project to confirm ongoing compliance.

Monitoring activities may include:

Upon completion of abatement activities, EnviroMed performs a comprehensive visual inspection of the work area to confirm that all asbestos-containing materials have been properly removed and that the space has been thoroughly cleaned of residual debris or dust. Post-abatement air clearance testing is then conducted to verify that airborne fiber concentrations meet applicable regulatory criteria established by agencies such as the Occupational Safety and Health Administration and state public health authorities.

Clearance air samples may be analyzed through EnviroMed’s in-house accredited laboratory or by certified field analysts, as appropriate. Final clearance documentation is prepared in a clear, defensible close-out report suitable for owner records and regulatory review.

EnviroMed serves strictly as an independent consultant and does not perform asbestos abatement or removal work.

Polychlorinated Biphenyls (PCBs)

EnviroMed performs inspections and sampling for suspect PCB-containing building materials, including paint, caulking, glazing compounds, fluorescent light ballasts, soils, and oils. While PCB sampling in some building materials is not always explicitly mandated, failure to identify PCBs prior to renovation or demolition can significantly affect project scope, disposal requirements, schedules, and costs.
